Moderated mailing list does not work

The way Parallels configured H-Sphere to use ez-mlm for mailling lists,
the settings can be somewhat confusing, and the result being that while
you think the list is moderated, users can still post to the list.
Here's some information from the Parallels KB:

Issue: Any subscriber can post message to mailing list without being
moderated. Subscribers' messages are not directed to the moderator of
the mailing list. Possible solution: The problem is that "User posts
only" option will override "Message moderation" option in ezmlm which
is used by H-Sphere. To fix the problem, turn off "User posts only"
option in mailing list configuration. Now all posts to mailing list
address will be put to the moderation section.

This means that the "Message Moderation" option should be selected and
the last setting in the mailling list config should be set to "Do not
restrict posts based on SENDER address" and not set to "User posts
only".
